Prime Minister Sanae Takaichi announced Monday that the Kumamoto earthquake will be designated as a severe disaster to accelerate regional recovery efforts [1].
This designation allows the Japanese government to provide higher levels of financial assistance to local municipalities, reducing the burden on local budgets for rebuilding critical infrastructure. By classifying the event as a severe disaster, the administration can fast-track the restoration of public works and agricultural lands to stabilize the local economy.
During a press conference in Kumamoto City, Takaichi said the government intends to treat recovery projects for public civil engineering facilities and farmland as "hon-geki," a term indicating the most severe level of disaster impact [1]. This classification ensures that the most comprehensive support packages are available for the affected areas.
To fund these immediate needs, Takaichi said that the government will decide to use reserve funds exceeding 20 billion yen [1]. Takaichi said the decision to allocate these funds would be made during a cabinet meeting on Tuesday [1].
"Regarding the designation of a severe disaster, at this point, we expect to designate disaster recovery projects for public civil engineering facilities and farmland as 'hon-geki'," Takaichi said [1]. She said that the government will provide full support for the disaster recovery projects of local governments [1].
Beyond infrastructure, the administration plans to implement special measures, including a designation as a specified emergency disaster. These steps are intended to allow victims to focus on rebuilding their lives and livelihoods by streamlining administrative processes, and financial aid [1].
This response follows the recent seismic activity in Kumamoto Prefecture, where damaged roads and irrigation systems have hampered agricultural production. The use of reserve funds is intended to bypass the lengthy standard budget approval process to provide immediate relief [1].
“The government will decide to use reserve funds exceeding 20 billion yen.”
The 'hon-geki' designation is a critical fiscal mechanism in Japan that maximizes the central government's share of recovery costs. By utilizing reserve funds and the severe disaster label, the Takaichi administration is prioritizing speed of execution over standard budgetary cycles to prevent long-term economic stagnation in the Kumamoto region.
