Tamil Nadu has returned its long-standing water-sharing dispute with Karnataka to the Supreme Court over the allocation of the Cauvery River.

The conflict persists because the legal framework for distributing water has not kept pace with the actual environmental changes of the river basin. As water levels drop, both states face critical shortages for agriculture and drinking water, turning a resource management issue into a volatile political flashpoint.

At the center of the legal battle is a division formula established in 2018. That framework was based on an assumed annual river flow of 740 tmcft [1]. However, officials said that the river's actual flow has declined since those calculations were made, rendering the 2018 formula outdated [1].

Tamil Nadu has petitioned the court for a specific allocation, stating its due share is 26 TMC [2]. The state argues that the current distribution does not meet its needs, leading to renewed legal action to secure its water rights [2].

Political tensions have further complicated the dispute. DK Shivakumar, a minister from Karnataka, recently requested that Tamil Nadu Chief Minister Vijay postpone a visit to Bengaluru amid the escalating conflict [3]. The friction extends to infrastructure projects, specifically the proposed Mekedatu reservoir.

Shivakumar said that if the Mekedatu reservoir is built, nearly 90% of the benefit would go to Tamil Nadu [4]. This project remains a point of contention, as Karnataka seeks to secure its own water interests while Tamil Nadu fears the reservoir will restrict its downstream flow.

The dispute is characterized by a cycle of monsoon-dependent protests and tribunal decisions that often fail to provide a permanent resolution [1].
